The fee for placing signs in the protective zone of public roads, except for local roads and streets in settlements, is within the jurisdiction of the road manager.

Are there any exemptions when it comes to utility fees for prominent advertising messages?
Yes, there are.
The following are exempt from paying utility fees:
a) institutions of Bosnia and Herzegovina,
b) bodies, organizations and public institutions of the Republika Srpska and local self-government units,
c) accredited international organizations,
d) diplomatic and consular missions,
e) associations of public interest for the Republika Srpska, which have been recognized as such in accordance with the act regulating the granting and termination of the status of associations of public interest,
f) persons who have been recognized by a decision of the competent authority as family members of killed, deceased, missing and captured soldiers, RVI and civilian victims of war, persons with disabilities who have 80% disability and persons with physical impairment of 70-100%, a parent or guardian who has the status of a person caring for a person with a disability, or a person for whom that status has been determined by a decision,
e) entrepreneurs who, within the meaning of the law governing income tax, have the status of small entrepreneurs,
h) payers of utility fees for 12 months from registration.

– For companies and entrepreneurs – who advertise their production activities on advertising media placed at the production location, the fee is reduced by 50%, in accordance with point 1 of tariff number 1 of the Decision on utility fees (Official Gazette of the City of Banja Luka, No. 41/22)
– Companies and entrepreneurs who advertise on their vehicles through advertising foils, vehicle prints and advertising billboards on motor vehicles, and such advertising is related to their own activities, are exempt from fees for such type of advertising, in accordance with point 2 of tariff number 1 of the Decision on utility fees (Official Gazette of the City of Banja Luka, No. 41/22)

What is the deadline for issuing a decision?
When a procedure is initiated at the request of a party, or ex officio if it is in the interest of the party, and before issuing a decision, it is not necessary to conduct a special examination procedure, nor are there other reasons due to which a decision cannot be issued without delay (resolving a previous issue, etc.), the authority is obliged to issue a decision and deliver it to the party no later than 30 days counting from the date of submission of the formal request, or from the date of initiation of the procedure ex officio, unless a special regulation sets another deadline.
In other cases, when the procedure is initiated at the request of a party, or ex officio if it is in the interest of the party, the authority is obliged to issue a decision and deliver it to the party no later than 60 days, unless a shorter period is specified by a special regulation.
